Legislation of Internet crimes is still in its infancy

In a recent judicial conflict in Brazil between Google and the Federal Public Ministry, the site was at risk of being shut if it didn't comply with a judge's order to supply information on the participants of Orkut, an online community similar to MySpace.

Many irregularities were discovered on Orkut, including the transmission of child pornography and other crimes.

Brazil accounts for more than half of Orkut's users but Google Brazil said it could not comply because it is simply handles publicity for the site. The information the government has requested resides on servers located in the United States. Google has until Sept. 15 to comply.

Recently, two students at the University of Sao Paulo had their theses revoked due to plagiarism -- they had copied information directly from Web sites.

Experts believe that someone who commits a crime on the Internet is much easier to arrest than someone who commits a conventional crime in the streets of a city.

Brazilian legislation of Internet crimes is still in its infancy, but progress is being made through the efforts of SaferNet Brazil, a non-governmental organization. SaferNet formed an alliance with the Federal Public Ministry to promote legislation of the Net through lectures, conferences, and an anonymous tip line.

The great debate today is how to regulate something like the Internet.
